Course description

Cell site analysis is an ever-evolving area of expertise.


‘Correctly’ and equally ‘incorrectly’ presented cell site analysis can have huge implications for the criminal justice system. As mobile phones have become integrated into peoples’ lives with phones able to tell the user’s life story - where they live, where and when they work, when they sleep, there is now always phone evidence available.


This virtual classroom session is a must for both prosecution and defence in the court process as well as those involved in investigations. Based on real life examples, this session will provide you with an introduction to the basis of cell site analysis and how it can be used evidentially. It is presented by Andrew Dampier, a cell site analyst who joined Keith Borer Consultants in 2019, after 35 years’ service with Kent Police.

  • The different types of call data available and how these differ depending on the service provider
  • Important differences between mobile data events (GPRS data), traditional call data records and device data records that all require different interpretation
  • How correctly presented cell site evidence should be by its very nature independent, but too often isn’t
  • Regular mistakes and missed opportunities made when producing or reviewing cell site evidence
  • The limitations of cell site evidence
  • Radio frequency propagation surveys - what they are, when they should be completed, how they assist and their limitations
