Course description
Hold Baggage Reconciliation (HBR) is an essential security function and a mandatory training requirement for those involved in the HBR process. Candidates must complete a background check before gaining access to the course. We offer the following course versions:
- HBR for Appointed Persons
- HBR for Check-in and Gate Staff
- HBR for Baggage Handlers and Aircraft Loaders
- HBR for FBO Multi-skilled Roles
Courses can be completed fully online, with the exception of the Appointed Person version, as a practical assessment is required.
Pre-requisites
To complete this course, the candidate must:
- Have completed a security background check.
- Our standard courses require GSAT training as a pre-requisite. This content will be added if required.
- Be able to complete this course in a private setting (out if public view) and without assistance from a third party.
Assessments
All versions of this course include an online knowledge test with a pass mark of 80%. It can be attempted up to 3 times.
The Appointed Person version of the course requires an additional practical assessment. This will be arranged via Microsoft Teams under the supervision of an instructor.
Validity
The Appointed Person certificate is valid for24 months. All other versions are valid for5 years.
If competencies are not exercised for a period of 6 months or more (e.g. long term sickness or extended leave), refresher training will be required.

Anyone involved in the hold baggage reconciliation process requires HBR training. This includes check-in staff, gate staff, baggage loaders, ramp staff, aircraft loading supervisors, and more.

- Module 6 – An Overview of Hold Baggage Reconciliation
- Module 7 – Procedures and Techniques of Baggage Reconciliation – Check-In
- Module 8 – Baggage Make-up and Transfer
- Module 9 – Aircraft Loading
- Module 10 – The Gate
- Module 11 – The Appointed Person
Modules 1-5 will be required if the candidate does not already hold a valid GSAT certificate.
